It is included as one of the 11 priority areas in the Life Task, the State Plan for the confrontation to climate change, approved on April 25, 2017 by the Council of Ministers. At first, it is intended to specify, through research and studies, the level of protection of the area, before the surpass of the waves above the Malecón wall and the entry of seawater by storm drains that discharge into the coast. Given the high urban and landscape value of the Havana coastline, the deterioration of the real estate fund, the new regulations established in the country to mitigate and / or adapt to climate change, and the need to reconcile these aspects in terms of new investments, have been projected actions in the traditional Malecón area, among which are the construction of new housing properties with specific urban regulations and the rehabilitation of other buildings. To this is added the constant maintenance of the properties that present a regular and good state, in the facades and common areas. Another priority is to solve the state of the drainage systems in the flood areas of the municipalities of Old Havana, Havana Center and Revolution Square, create the measures for the correction and facilitation of the same, their cleaning and maintenance . It is also proposed to modify the existing wall by raising the maximum height to 1.25 meters above the level of the sidewalk, with reinforcement and curvature in the seafront. Create sidewalks with concrete elements to mitigate the entry of water and breakwater elements at a prudent distance from the coast to contain the first impact.
